Diagnosing the fit: Matching Just Culture to Your Organisation
Abstract
Speakers
Dr Tony Power, Founder and Principal Consultant, Just Culture Consulting. Tony holds a PhD and brings consulting experience implementing just culture programmes across aviation, petrochemical, manufacturing and heavy vehicle transport. He has presented on just culture and human factors at PACDEFF, APATS and ALAANZ conferences, and works directly with operators on procedural fairness, post-investigation restoration and accountability frameworks.
Aim
To equip participants with a practical diagnostic canvas for identifying which just culture model best fits their organisational context, and to leave the workshop with a one-page diagnosis they can take back to inform real decisions in their workplace.
Workshop plan
A 75-minute interactive session structured in four parts. (1) 15 minutes — framing the purpose of just culture, with an overview of three influential models: Classic (Reason, Marx), Restorative (Dekker) and Hybrid/Revised (Stretton, Nazaruk), including their strengths, limits and underlying assumptions. (2) 30 minutes — individual diagnosis using a four-axis canvas: organisational maturity × regulatory and societal pressure × risk profile × workforce composition, supported by worked examples from aviation, healthcare and process industries. (3) 20 minutes — small-group calibration discussion to stress-test diagnoses against peers. (4) 10 minutes — plenary debrief and Q&A. Each participant receives a canvas template, model summary cards and a facilitator guide for back-at-work use.
Outcomes for participants
Participants leave with a completed one-page diagnosis identifying their organisation’s current just culture posture, the model best matched to their context, and the most significant gaps to close. They gain a working understanding of three major just culture models and the trade-offs between them, and a portable diagnostic tool reusable across future engagements. HFE practitioners and consultants gain a structured advisory instrument for clients; safety, HR and operational leaders gain a self-assessment they can apply immediately at their workplace.
